Dr. Gary Lacefield is President and Senior Consultant of Risk Mitigation Group near Dallas, Texas. Known as the “the RESPA Doctor,” he currently trains HUD investigators on RESPA and Fair Housing rules and regulations. He is recognized as the national expert on fair lending, fair housing, predatory lending, insurance redlining, testing, diversity marketing, federal and state compliance, loss mitigation, conflict resolution, and fraud-related issues. Dr. Lacefield’s seminars and advice are sought after by corporations nationwide, including title companies, lenders and real estate brokers.

While a Senior Civil Rights Analyst, Investigator, and Conciliator for HUD, Dr. Lacefield negotiated the twelve largest civil rights settlements in HUD history involving housing providers, investigated over 600 cases, and reviewed advocacy group grants. He has performed over 800 mediations. He prepared and edited fair housing and fair lending educational outreach literature and materials for community education and training. He provided fair housing, fair lending, and predatory lending continuing education training for regional HUD Fair Housing and Equal Opportunity enforcement staff and fair lending training materials and training sessions for HUD investigators involved with investigating insurance redlining and predatory lending issues.
Dr. Lacefield holds Bachelor’s and M.B.A degrees from Dallas Baptist University and a Doctor of Education degree in Administration and Conflict Resolution from Texas A&M University at Commerce. He is a member of the University of Texas at Arlington Distinguished Faculty Lecture Series and Adjunct Professor for the Graduate School of Business at Dallas Baptist University. Dr. Lacefield developed and facilitated the State of Texas Basic Mediation and Family Mediation Courses accredited by the State Bar of Texas, the Texas Bar College, Missouri State Bar, West Virginia State Bar, New Mexico Bar, and the Minnesota State Bar; the state 40-hour Arbitration course, accredited by the State Bar of Texas and Texas Bar College, and a 40-hour combination video and onsite mediation training program which is presented nationally. He also developed the curriculum for Advanced Mediation, which includes family dynamics training as well as child development and family law alternative dispute methods and curriculum for Internship in Mediation, which provides students with hands on experience in observing and participating in ten live mediations as a co-mediator with an instructor mediator.
